ICL was originally contacted by NORTEC Electrical Services of Layland to assist them in the installation and commissioning of one building, after this, the system was rolled out to an additional 4 buildings, with additional building being integrated when budgets are available.

NORTEC was responable for the electrical installation of the lighting, employing ICL as the main design, supply and commissioning of the systems.

ICL was required to design supply and commission an energy efficient lighting control system that would control all internal areas and the external areas including the car parks. Also an energy monitoring system was also required to monitor the electrical usage and trends for each building.

Each building lighting system is independant from one another and uses distributed intelligence within the modules, switches and PIR's to run the controls and the switching processes. Local PIR movement detection was used in all areas with time schedules also adopted to cover additional areas. Light Level Sensors were incorporated into the system allowing monitoring of the ambient light levels, which enables the system to control the lighting in internal atrium areas and also the external lighting.

The lighting system in each building is connected to the college IT Network so that the central monitoring and control software can easy connect to the buildings without additional network cabling being installed. ICL wrote a custom software package using Clipsal's Schedule Plus software to provide a central monitoring and control system for the college. This software provides the college facilities management a powerful tool to control the entire sites lighting systems from one central location. The user can disable entire building controls for an open evening, or turn PIR times down from 20Mins to 2Mins during out of term times, adjust the time clocks for the external lighting, disable PIR detection in rooms where exams are taking place and much more.

ICL also installed Power Logic energy monitoring to the college electrical supplies. The power logic system sends a weekly report showing the energy consumption for the college by building.
The power logic monitoring began to show an energy saving of around 17% in the C-BUS controlled areas.
